Minutes of the March 28th, 1999 NWCSA meeting (at Edson)
Present; Marv Lee, Roger Redman, Bob Anderson, Russ Keating, Russ Kelly, Dave Dence, Allan Boddy, Don Miller, Jerry Dick, and Eric Lee
1. The meeting was called to order by Marv at 2:20 PM.
2. Approval of minutes MOVED/SECONDED/CARRIED. That the minutes of Sept 28th, 1999 be accepted as circulated.
3. Treasurer's Report: JoAn's "Income and Expenses" report for the period 1 May 98 to 28 March 99 was distributed, indicating a bank account balance of $5582 as of 28 March 99.
4. Old Business
a. Review of indoor season- Russ Kelly reported a successful indoor season in the Edmonton Soccer Centre with three Drayton Valley teams involved. Edson also had a U17 boy's team playing in Edmonton. Indoor gym soccer proved to be popular in Hinton, Edson, and Whitecourt during the winter.
b. Technical Director Report -The Pro Coach concept was introduced to the NWC board. Some time in the future ASA may offer a pro coaching package that would be joint- funded. -Goalkeeper Camp was tentatively set up for the 16th of May in Edson. The camp would cost $10 for 2 hours of instruction or $20 for 4 hours, with a minimum of 10 participants. Submit names of interested players to Roger. Coaches are welcome to observe the session for free. -"New" Mentor Program is a new initiative by CSA to identify the top U11 and U13 players in the district for opportunities for higher level training. 10 one-hour sessions are to be conducted with each age group over the season. There is no cost for the sessions. Contact Roger for further information and to submit names.
NWC Elite Team Camp dates, and Coaches:
U11 boys - 6-10 July -location to be decided later
U11 girls - 9-13 August -5 hrs instruction/day
U15 girls - 16-20 August -$129 for the week
U15 boys - 23-27 August -coaches to be decided at the May meeting
Martin commented that last year some players were not phoned for practice or tryout times after the initial contact was made (please follow up with players). It was suggested that the coaches of each age group get together before the May NWC meeting to decide who will coach the district "B" provincial's teams. -A contact List of the coaches is essential for setting up clinics, courses, etc. -Coaching Courses will be conducted in Edson and Whitecourt in April.
c. Technical-Referee Assistant Report Russ Keating included in his duties, registration, assessment, and providing clinics for referees.
Class III courses will be offered in Edson April, 17, 18; in Drayton Valley, April 17,18; and Hinton, May 1, 2.
d. The Protest Format (passed, March 28, 1998) was reviewed (i.e. Protests are to be dealt with by a committee of three NWC officials from member towns not involved in the dispute.)
e. Our district Website for NWC is under Alberta Soccer at www.albertasoccer.com. It is thought it could contain our minutes, schedules, league stats, etc. **We still need someone to design a district logo though, so please submit your ideas as soon as possible.
f. The NWCSA Pin Design would use the same logo as on the website.
5. New Business
a. U-18 status: The competitions committee has approved the replacement of the U17 age group with a U18 age group for rural districts. This will include 1999 rural "C" provincials.
b. Declaration of travelling teams (to be finalized by April 10th): Evansburg U11, U15 boys Whitecourt U11, U13 boys Hinton U11, U13, U15, U18 boys and U11, U13, U15, U18 girls Drayton Valley U11, U13, U15, U18 boys and U11, U13, U15, U18 girls Edson U11, U13, U15, U18 boys and U11, U13, U15, U18 girls Jasper U11, U13, U15, U18 boys and U11, U13, U15, U18 girls Stony Plain U11, U13, U15, boys and U15 girls
c. Transfer of players to other districts: Players must apply to NWC registrar for approval before registering with another district.
d. Proposed NW Central Soccer League schedule: May 1 U13*U18 May 8 U11, U13*U18 May 15 U11, U13*U18 June 5 U11, U13*U18 June 12 U11, U13*U18 June 19 U13*U18 *NOTE: Any teams not available for these dates are requested to let Bill Semenyna know as soon as possible in order to reschedule. Also let Bill know if your fields or refs are unavailable.
e. District Playoff Hosts: (proposed) U11 boys 19, 20 June Drayton Valley U11 girls 19, 20 June Edson U13 boys 26, 27 June Whitecourt U13 girls 26, 27 June Jasper U15 boys 26, 27 June Drayton Valley U15 girls 26, 27 June Hinton U18 boys 26, 27 June Edson U18 girls 26, 27 June Hinton
f. Provincial Hosts: No community from NWC district has applied as yet, (contact Marv for information on last year's provincials in Hinton).
g. NW Central Playoff eligibility: MOVED/SECONDED/CARRIED that a team must participate in 75% of district league play in order to be eligible for district playoffs leading to rural provincial "C" competition.
h. Medals for district playoffs will be ordered by Bill Semenyna

j. ASA registration and fees: Player and officials registration forms and fees are to be submitted to the district registrar from Stony Plain (contact Lori Savard 963-0001) at the May 16th NWCSA meeting. The fees are $11.50 for each player, (ASA -$8.00 and NWC -$3.50), and $1.00 per official (100% of officials fees come back to the community-contact Marv for details). Cheques are payable to North West Central District Soccer Association.
6. Next District Meeting is to be held Sunday, May 16th at 2:00PM in Edson at the Edson Leisure Centre, 1021-49 St. (hockey rinks/swimming pool), in the hospitality room (SE corner of complex).
